The certification holder of an INMETRO and ANATEL certificate must be a Brazilian company, with a valid CNPJ (Brazilian tax ID). The certification holder is the owner of the document and is the solely allowed company to import the product inside Brazil. Other companies can also import, but only if formally allowed by the certification owner. What many international companies do is to put the certification in the name of the local distributor. This might be a problem if the company wants to develop more than 1 customer, since other customers will have to do all certification process again and might not want to bare the costs or the work, given the complexity of Brazilian regulatory scenario. Also, INMETRO process demands the certification holder to have a Customer Complaint System implemented in Brazilian territory. This customer complaint center must pass through annual audits and prove that it will solve customer problems and implement improvement actions to avoid future issues.
