What is ANATEL?

ANATEL (National Telecommunications Agency) is Brazil’s government body responsible for the mandatory certification of telecommunications products.

The ANATEL certification process assure that the imported telecommunication products to Brazil are not using non-allowed frequency bands of the Radio Frequency Spectrum. Also, it assures that the products comply with electrical safety and functional requirements.

ANATEL certification procedure

1. CERTIQEEP requests the certification process to a Designated Certification Body (OCD) which is accredited by INMETRO. The certification procedure is applied in the name of a legal representative in Brazil (CERTIQEEP).

 

2. Technical analysis of technical and administrative documentation.

 

3. Customer complaint system audit is not needed for ANATEL. Also, if the factory has ISO 9001 valid certificate, there is no need to perform factory audit.

4. Product safety testing performed by an independent test laboratory accredited by ANATEL. The test laboratory selection varies according to the product, being usually in Brazil. The necessary tests are defined by the certification body, based on the product technology applied.

5. With documentation and test approval, the Certification Body issue a conformity certificate.

 

6. Certification body then submit documentation to ANATEL, that will issue the Homologation Certificate. The homologation certificate is issued in the name of a legal representative in Brazil, in case of the foreign manufacturers.

Observation: Usually it takes about 2 to 3 months to get the homologation certificate, due to the busy schedule of the accredited laboratories in Brazil, and taking into consideration that the sample will be approved in the first test.

7. Regular certification maintenance is conducted every two or three years – including tests and ISO 9001 revalidation. If any change is made in the product during this period, it must be informed to certification body.
